"content": "has the power to make provision having the force of law in Kenya except under authority conferred by this Constitution or by legislation” There is contention that the Basic Education Regulations (2015), which were published in the said Legal Notice No.39 of 8th April, 2015 are ultra vires and did not follow the due process of the law. I therefore, humbly seek your guidance on three specific issues:- (1) whether or not the Regulations were tabled as required by law; (2) whether the Committee on Delegated Legislation of the National Assembly considered the Regulations; and, (3) in the light of the provisions of the Constitution, what redress the Members of this House have in the matter."
