"content": "Thank you, hon. Deputy Speaker. Hon. Jamleck Kamau has raised a matter of national importance. Currently, we have that tussle between KNUT and KUPPET and the Cabinet Secretary. The Cabinet Secretary is saying that they have to conform, but if they do not want to, then they can go to court. It will be important for this House to pronounce itself on the procedure. Do Cabinet Secretaries have delegated powers to gazette regulations without bringing them to the House? All regulations must be brought to the House because Kenyans out are confused. We want that to come out clearly."
