    "content": "Thank you, hon. Deputy Speaker. I rise to support this Bill. As indicated in the Memorandum of Objects and Reasons, this is a Bill to give effect to the provisions of Article 47. Article 47 is part of the larger Chapter on freedoms and human rights. So, this is a Bill that we should all support. There has been a tendency, particularly by the people in authority, to be overbearing and not to give service to the wananchi as is required."
