"content": "Thank you, hon. Deputy Speaker for giving me the opportunity to support this Bill. I wish to support this Bill because it blends very well with the Bill of Rights which is provided for in the Constitution. Our citizens have to enjoy the Bill of Rights as provided for in the Constitution. The opportunities like those provided by this Bill will make it easy for them to access these rights. I have in mind this issue of delayed justice. A lot of administrative decisions get delayed and you find a lot of people around the country waiting for decisions to be made. That way, people do not access development, services and they are treated very unfairly. Like in the issue of accountability, public authorities will have to be accountable for the decisions they make. This is very important because for a long time the roles have changed. You find that the boss is the servant and the servant is the boss in public offices. With this Bill, public servants will take the position of servants and appreciate that members of public are indeed the bosses who need to be served. This is very important. Then there is the issue of approach and commitment to work. For a long time, we have experienced a casual approach to work. The provisions made in this Bill will cause public officers and institutions to be more seriously committed to their work so that we do not have a casual approach to work. As I have heard Members observe here, postponements are made over issues that should not be postponed at all. The electronic version of the Official Hansard Report is for information purposesonly.
