They do not have anywhere where their issues can be addressed and some of these are happening because of some of the mistakes that were committed by the councils themselves which were not necessarily done by the communities. So that is one area where the Bill will want to look at and what happens to the communal individual. It is very easy to handle individual complaints when administrative actions affect an individual. It is much easier than when administrative actions affect the communal individual in the name of the communities. I want to believe this happened in many other areas where we had communal land. The other thing that the Bill has to look at is in terms of the challenge of internal hierarchy"
