    "content": "are ailing and suffering yet people who are supposed to take action and make decisions on their behalf and help them get their payments are not taking expeditious action. When this Bill finally comes into effect as law, it will enable such people to find solutions to their problem either through the courts or all the other avenues that have been provided for by this law. So, Members of Parliament should seriously support this Bill so that a lot of the issues that emerge from public service can be dealt with expeditiously and to the satisfaction of the members of the public. I support the Bill."
