    "content": "Thank you, hon. Temporary Deputy Speaker. I rise to support this Bill. As you are aware, this is a constitutional Bill. Our Constitution requires it to be enacted within a period of time. As is indicated in the Memorandum, this Bill is pursuant to Article 47 of the Constitution. If you look at Article 47(3) of the Constitution, you will appreciate that Parliament is required to enact legislation to give effect to the rights in Clause 1.
