    "content": "Mr. Speaker, Sir, this project has many problems, as the hon. Member will agree, because it uses the pumping system which is very expensive. The project cannot sustain itself. In Phase II of the project, we want to build a water supply that will be gravity-based so that we do not have high electricity bills. This project is estimated to cost Kshs350 million and we are in the process of sourcing for these funds."
