    "content": "Hon. Temporary Deputy Speaker, as we support this Bill as Parliament, we also need to look at the budget for the Kenya National Examinations Council (KNEC). If, indeed, we are saying that students should not pay for their examinations, we must provide some budget for the KNEC. This body must set examinations and mark them and at the end of the day they require a lot of money. I urge this House to factor in a lot of money for the KNEC so that they can take care of these exams. There is a new directive from the Government that students who have sat for examination in primary and secondary schools should be given their certificates. Many schools principals in this country have not adhered to this directive. We have quite a number of students from needy backgrounds who have sat for their Kenya Certificate of Secondary Examination (KCSE) and the Kenya Certificate of Primary Examinations (KCPE) but to date, they have not received their certificates. We ask the Ministry of Education, Science and Technology to implement this directive. If there are principals who are not following this directive, we should be informed because we have quite a number of students who are suffering."
