"content": "Thank you, hon. Temporary Deputy Speaker, for giving me a chance to contribute to this Bill. I want to support this amendment Bill because I know the importance of education in this country. The process of curriculum development is very simple. It is three- phased. There is curriculum development that is implemented by the Government through the Kenya Institute of Curriculum Development which is a Government parastatal and it is free. Then there is curriculum implementation that is normally done by the Teachers Service Commission (TSC) that is, the teachers implementing it. The teachers are paid by the Government. Primary education is free and since the Government is giving capitation for secondary education, it will also be free in the second phase of our curriculum development."
