    "content": "Thank you, hon. Speaker. I know that legally educated people have spoken. I know that people who understand the Constitution and the Standing Orders inside out have spoken. But I also know that all of us here, after gathering information, will have the right to make a decision. You said that you are going to make a ruling. The question is that a Petition was forwarded to a Committee. As a Committee investigates the issues raised in the Petition, they find a matter touching on that Petition, which may, if investigated by the Committee, change the content and purpose of that Petition. Will the Committee then say that they cannot look at the other issue, and that they can only look at the Petition as it is?
