    "content": "Hon. Speaker, the thrust of the Report we are discussing is that we have the Commission fighting itself. Commissioners are accusing one another and the secretariat. The members of the secretariat are accusing themselves too. It has arisen and is part of the Report that the ownership of Integrity Centre was an issue that may have created very serious conflict within the Commission. What I would beg of Daniel Maanzo is this: Do not delete Clause one, two and three. Just add the fourth one because it also arises out of the Report, and so many Members feel it should not be left out."
