"content": "Petitions are given a very special place in our Standing Orders. The Standing Orders that we have derive their authority from the Constitution, because petitions are very special. Part VIII of our Standing Orders confines itself totally to how petitions can be drawn and what can be done or not done with petitions. One of the issues that are very clear in the Standing Orders is that once a petition is presented to the House, it cannot be amended. The other thing that is very important, to which I want to draw the attention of the House, is what Members can or cannot do. Standing Order 220(2) says as follows:"
