    "content": "Two, as to whether the House can add names of other persons whose names were not included in the original Petition, I rule that so long as that amendment is not seeking an express resolution of the House on those extra persons, it would be lawful as long as it is seeking a recommendation to other authorities to process and investigate their removal in accordance with the relevant provisions of laws that govern their removal. As for now, we are only dealing with the Petition relating to the removal of the two Commissioners."
