"content": "Order, hon. Members! Hon. Members, you have been saying that you have been here for a few years. I am informed that there are some of you who, as usual, do not have their cards. However, very soon, they are going to begin suffering. This is just a reminder. You told me to enforce the Standing Orders strictly. I am sympathetic because we are just about to take a long recess. Soon thereafter, if you come here without your card, we will just assume that you came to listen in the same way that you attend public rallies to listen and others attend to listen to you. You will not be allowed to contribute if you do not have your card. Further, you will also not be allowed to take part in any voting because all voting will be electronic. However, for today, up to next week, I will allow those of you who have not carried their cards to vote. Therefore, those of you who know that you do not have your cards should come to my left and right."
