I would urge the Members, as we move forward, to seriously think so that we do not flout the Constitution in terms of discrimination. This law should become an enabler to facilitate as many people as possible to participate in this procurement, in the supply chain, rather than just segregating a small group, who may end up being the old youth of this country; not the youth we are targeting, whom we then can confine to the KKV. There are richer people who would be supplying them with the spade because they can afford it."
