    "content": "Apart from the fact that the delay on our roads is leading to a lot of corruption, the issue of drivers being over-delayed on our roads has also led to the spread of HIV/AIDS. You realise that most drivers spend almost three or four weeks on the road. According to statistics, drivers keep mistresses at each and every weighbridge station. This has led to the spread of HIV/AIDS. As a result, a lot of families have broken up. Kenyan roads have become a big highway for all the traders across the East and Central African region. Most of the goods destined for Uganda, Rwanda, and Burundi pass through Kenya. There should be a lot of efficiency on our roads. Is it possible that we put in place a contact-free system? When it comes to payment of overloading fines, it should be contact-free so that there is no contact between truck drivers and the officers manning the weighbridge stations. Hon. Speaker, with those remarks, I support the Petition."
