    "content": "Finally, if we were to go the way Senate has proposed, then it means that even with regard to water--- Water is provided by the national Government and county governments. This will mean that at the county level, we will also need a national Government officer to sit at the county. We will defeat the purpose of the Constitution in all this. I support the Chairlady."
