    "content": "Thank you, hon. Temporary Deputy Chairman. I concur with the proposal made by the Committee through the Chairperson. The law is very clear that there are two levels of Government. We have the national Government and the county governments whose functions are very clear. We do not need to mix up issues. This is a policy matter and the implementation is done at the county level. The county level has been given an opportunity to have their own committee. If there is anything for which they want to liaise with the national Government or the National Environment Management Authority (NEMA), they can do it through the normal structures that have been put in place. So, I support the amendment proposed by the Chairperson of the Committee."
