"content": "Thank you, hon. Temporary Deputy Chairman. I support the position of the Chairperson of the Committee. One, NEMA has a national function. It does not have a county function. Two, what the Senate has done is to remove the Attorney-General and put the Council of Governors. The Attorney-General was to provide legal advisory to the Board. The CoG cannot perform that function in that Board. Three, the CoG is just a caucus and they are institutionalising it through this amendment. If we allow this amendment by the Senate, the CoG will sit in the Kenya Roads Board (KRB), Kenya Wildlife Service (KWS) and National Security Advisory Committee. So, I support the position of the Chairperson. Thank you."
