    "content": "Thank you, hon. Temporary Deputy Chairman. I rise to support the rejection of this Senate amendment. This is because there is this tendency by the Senate to try and expand the mandate of the county governments at the expense of the national Government. This is very bad. They should play their role and let the national Government play their role. At the same time, you cannot say: This is from the county governments and this is from the national Government. If we mix up policy making and implementation, there will be chaos."
