    "content": "Thank you, hon. Temporary Deputy Chairman. We are proposing that we reject the Senate’s amendment because in essence what they are saying is that the National Environmental Complaints Committee--- This is a committee that you go to complain about a factory that is polluting your river or such kind of issues. It is basically quasi-judicial. They are saying that we reduce the names of the individuals that the Cabinet Secretary (CS) can propose from two to one. They are proposing in paragraph (c) that the other one member comes from the CoG. We do not see the legal basis for having that one person representing this body. It should be open to the discretion of the Cabinet Secretary to give us the best qualified persons to serve in this tribunal rather than to tie his or her hands."
