    "content": "Thank you, hon. Temporary Deputy Chairman. I beg to move:- THAT, the Bill be amended by deleting clause 3 and substituting therefor the following new clause− 3. This Act applies to all state and non-state agencies, including any person− (a) exercising administrative authority; (b) performing a judicial or quasi-judicial function under the Constitution or any written law; or (c ) whose action, omission or decision affects the legal rights or interests of any person to whom such action, omission or decision relates. The reason being that we are seeking to expand the application of the clause to include any person affected by an administrative action or decision and to delete sub- clause 2 which limits the application of the right granted by the Constitution under Article 47 without any justification. So, we are seeking that it be amended as proposed in the Order Paper."
