    "content": "The Speaker is never at any time ordered and does not feel ordered at all. It is just a matter of language. We appreciate that people use all manner of ways to come to Parliament. I take it in that spirit; that it is always a request to make a ruling or to make a determination one way or another. It is never a command. I will deal with the issues raised by Hon. Waiganjo because they are serious at the moment. How we interpret the Standing Orders is important. Like he has said, when you go through the Standing Orders, you will not come across the word ‘expunge’. He may have a point but nevertheless, traditions and customs, some of which are not written, also apply in the daily operations of parliaments the world over."
