    "content": "Again, my concern is on the issue of the fines that have been meted out under Clause 5. The fines are very lenient especially given that many of the people who have been affected lose their limbs and some die. The fine that is given is only Kshs.500,000 or an imprisonment for a term not exceeding two years or both. I think that is grossly lenient for persons who are putting life and body to risk."
