    "content": "If you look at the Bill, it is premised on a convention. That convention has been reproduced. The debate should centre on whether that convention is necessary legislation, or to what extent it should be amended by an Act, and whether or not the issues which you see are sufficient safeguards to be able to create a situation where the anti-personnel mines will, therefore, not find their way to where they are. When I hear people getting irrelevant, it means that the mood of the House, as the Member for Mvita seems to suggest, is such that the subject is exhausted.
