    "content": "Hon. Speaker, I agree with you. You read that Message on 3rd March. I have always said in the House Business Committee that there is a complete disconnect between the Committees and Director of Committees. We have a memorandum here from the Director of Committees to the Principal Clerk Assistant, who is the head of the secretariat of the Departmental Committee on Agriculture, Livestock and Co-operatives, dated 21st April, 2015, which was yesterday. So, the problem is not even the Committees, or the Chairpersons of the Committee. Somebody in the Clerk’s Office and in the Directorate of Committee Services is sleeping on their jobs. This is the same problem we are facing. When Bills are read for the First time, it is the business of the Clerk’s Office to send them to the respective Committees in order for them to abide by the 21-days rule. That is the problem we have been facing in the last two years. It is all about the administrative work in the Clerk’s Office.
