    "content": "On the issue of funding, I want to say that as a Private Member, I cannot indicate that. However, I hoped that the Departmental Committee on Health would bring an amendment because the Budget and Appropriations Committee has shown willingness after discussion with the Cabinet Secretary that this institution can be based in a public university or facility. The Budget and Appropriations Committee is willing to appropriate funds so long as the Departmental Committee on Health is supportive. So, I want to request the Departmental Committee on Health to support this Bill by bringing amendments that will strengthen it."
