    "content": "You find that delay in disbursement of funds by the Government to the education sector is working negatively on the FPE. We need more students to enroll in various institutions. If the Government continues delaying funds, it means working towards making examinations of Class Eight and Form Four free difficult. There is also the challenge of shortage of teachers. It is important that the Government addresses the issue of teacher to pupil ratio. For instance, it emerged in some schools that the ratio is 1 to 70, which is beyond the recommended maximum ratio of 1 to 40. This is something that we need to look into."
