    "content": "We cannot say that we have free primary or free day secondary education if students are still being forced to pay examination fees. They are forced to pay fees for schools management to employ more teachers. That is not free. Students in primary and secondary schools are still forced to pay fees for extra curricula activities so we cannot say that it is free. I believe that if the Government continues to increase capitation per child in primary and secondary schools, maybe, in a few years to come, we shall be pleased to hear that primary and secondary schooling will indeed be free."
