    "content": "Article 43(1)(f) is clear that education is a constitutional right and is also a human rights element. Therefore, it is important that when we say that we have education as a constitutional right, we have to make every effort to see to it that we provide education for our children. The Basic Education Act of 2013 is very clear that basic education in this country should be provided for free. It is important that this amendment Bill goes a long way in ensuring that education is provided for free particularly when it comes to examination fees. The ultimate end of our children going to school is finally to sit for examination. In many cases when it comes to sitting for the examinations, you find that most parents cannot afford the fees charged. In that case you find that quite a number of pupils and students do not sit for the examinations because the examination fee is quite high. If this Bill goes through, it will be a big relief to our parents and communities."
