"content": "Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Bill. The main objective of this Motion is to abolish examination fees payable by KCPE and KCSE candidates. We must really appreciate what the previous governments have been doing to make education accessible and affordable. We remember that the Kenya African National Union (KANU) regime, under former President Moi’s leadership, introduced the free school milk programme, which was actually important because it enabled children from poor backgrounds to have milk and concentrate in classwork. The National Alliance Rainbow Coalition (NARC) Government, under the leadership of former President Kibaki, introduced free primary education and subsidised secondary education.
