    "content": "Hon. Speaker, I stand here to remind hon. Members that there is a problem with this amendment, and it is a fairly serious problem. First of all, we need to remind ourselves that when the Senate was considering the Budget Policy Statement (BPS), which is the basis of the Division of Revenue Bill, it, indeed, adopted the Report, yet the same Senate which adopted the Report wishes to vary its own decision on a policy that they have adopted. That policy was very clear that the sharable revenue was Kshs258 billion, and other additions that were to come later would make it a Kshs283 billion odd figure. The Senate approved the Fiscal Framework underpinning the basis of equitable sharable revenue and, therefore, the changes that they are proposing go against their very decision, and the resolution of this House as contained in the BPS."
