    "content": "Let me tell you that is not enough. Let me cite an example in my county. All the CDF money for six constituencies is Kshs500 million. In Turkana County Kshs500 million is entertainment allowance for the Governor. How can an entertainment allowance compete with Kshs9.2 billion? Surely, which amount are Kenyans supposed to ask for: Is it Kshs9.2 billion or Kshs500 million for entertainment? We should not add money to where we have not got value from. It is better that this money remains with the national Government and we improve security. I support the recommendations of the Budget and Appropriations Committee."
