    "content": "Mr. Speaker, Sir, yes we had some challenges in the Ministry when we advertised the emergency drought programmes in the sense that after we had checked where we wanted these boreholes drilled and they went on site, many of them came and turned the work down and said that they had found out that what they quoted was much less than what was actually supposed to be done and we had to rework the tenders and the contracts again. So, we have some challenges in the Ministry."
