"content": "Thank you, hon. Temporary Deputy Speaker. That is why I was looking at this side throughout. We are also saying that the Government, the National Treasury and the AG should ensure that Telkom Kenya recovers all salaries of employees of Mobicom Kenya Limited who were paid by Telkom Kenya. Mobicom is one of the private companies and we did not have an issue with that. We became suspicious because salaries of employees of that company were for a certain period being paid by Telkom Kenya. That tells you that there must be a special relationship which must be unearthed by EACC. We are also recommending that the Cabinet Secretary (CS) for Information, Communication and Technology (ICT) should, with immediate effect, terminate the contract between Telkom Kenya and the National Optic Fibre Network. This is to protect the national interests. Because we did not know the ownership and the shareholding, we feel this is a threat to the lives and security of the people of Kenya and any other person who lives in this country. Finally, the Competition Authority should investigate claims of uncompetitive and protectionist behaviour by some of the operators in the industry that has maybe contributed to the lacklustre performance of this once critical entity called Telkom Kenya. In conclusion, Part III of the Public Audit Act of 2003 and Part IV of the State Corporations Act should be amended to comply with Article 229(5) of the Constitution of Kenya. Equally, the Companies Act, Cap. 486 be amended to make it mandatory for all shareholders and registered companies in Kenya, whether privately or publicly owned, to have the names and identities on the records for the Government. With this, I beg to move and ask hon. Serem to second."
