"content": " Hon. Member for Rongo, while you are at it, I have been sitting here listening to you keenly with all your expertise and experience that we must all learn from. Things have changed since the promulgation of the new Constitution, giving a Member the right to propose legislation to this House. Under Articles 94 and 95, it is perfectly under your jurisdiction to propose legislation. This Commission that you are talking about is not a constitutional commission. It is a statutory commission. You can propose legislation and get all those beautiful ideas that you have and bring legislation before the Assembly. If the Committee cannot midwife it, you can midwife it yourself in a Private Member’s Bill. It is taken to the Senate and if you want these things to be taken to the county, they can be taken there. This is because, if we are going to have this blame game and wait for this Commission to sit with Treasury to do all those things, it will never happen. So, since the promulgation of this Constitution that we have, the power to make that law and reorder those things that are happening in your constituency lies with you. I want to say that even if you are a caucus of people whom your constituents rely on, you can put your heads together and come up with a legislation - an Act of Parliament to be able to do that privatisation that you are talking about.
