    "content": " Hon. Members, this is a resumption of debate. Is the Chairperson of the Public Investments Committee (PIC) here? Hon. Members, I do not see the Chair of PIC but I know that it is public knowledge. I take judicial notice that he must be busy in his constituency, following the issues that we have had to wrestle with in the past. So, I will order that this Motion be deferred. Hon. Members, as I understand from the HANSARD, this Motion was in the process of being moved when the House adjourned last time. It needs to be moved and seconded before you can debate it. Therefore, I defer it to such other time that will be convenient to the House."
