    "content": "However, I thought there is a probability that Members will not be happy with it. So, we decided that the entire 13 Members will not benefit. There has been a misconception that we blacklisted Members; we did not. I want Members to listen to the period within which they are not going to be allowed to be members of that particular Committee. This is what we said on page 116: “The following members of the PAC made allegations against each other and failed to substantiate within the period required under Standing Order No.91: Hon. Ababu Namwamba, hon. Ahmed Abbas, hon. James Bett, hon. Omondi Anyanga and hon. Cecily Mbarire.” I will later on indicate what specifics they made in terms of allegations and did not substantiate.
