"content": "Hon. Deputy Speaker, in concluding my submission, I want to say that it was difficult for us, as a Committee, because we were dealing with our own colleagues. For a long time, we could not even have tea with our colleagues because we thought it would be thought that we were being influenced. What we have done is to bring our Report to the House. It is now up to the Members of this House to make a decision. That is the last thing that I want to say. The other day, I attended a conference on global law and a certain individual said something on the rule of law. We were celebrating the Magna Carta which is the source of some of our laws in Kenya. This is what he said:- “You have a choice to either erect a fence at the top of the cliff or make another choice of keeping an ambulance at the bottom of it.”"
