    "content": "Hon. Deputy Speaker, I also wish to state that the question of separation of powers is very clear. The function of the courts is to interpret the law, either the Constitution or a legislation that is passed in this House. They cannot interpret it before it is concluded. The function of this House is to make laws. You cannot stop it in the process of making laws. Whoever went to court was ill advised. They should have waited until we dispense with this matter in this House, and then they go to court to seek interpretation of the particular law that we would have passed here. We should proceed."
