    "content": "Thank you, hon. Temporary Deputy Speaker. I was wondering whether I have been forgotten. Now that I have the chance, I will first of all pass my condolences to the families of the loved ones that were lost in Garissa and by extension also the security stampede at Nairobi University’s Kikuyu Campus. We have had instances of insecurity and there is insecurity in the entire country. Hon. Members, one of the signs of a failing state is insecurity. Somalia is the way it is because of insecurity. The way we have been bombarded with issues of security in this country, we are raising questions whether this country is not on the verge of failure now."
