    "content": "Mr. Speaker, Sir, obviously the Members of the National Assembly are up to mischief because in the Report by this Committee we provided the actual sources of the money; the Kshs7.7 billion. We did not leave it in the air. We specified why and gave reasons. That report is available to them. It is just a question of not willing to allow more money to go down to the counties. That is not acceptable because as more and more services and functions are devolved, it is important that we allocate more.
