    "content": "Mr. Deputy Speaker, Sir, I did not say that the directive is coming from the National Treasury. As a House, the position is this: Under Section 161 of the Public Finance Management (PFM) Act, any Finance Act by a county government must be forwarded to the Treasury so that it complies with Article 207 in terms of the economic interests, business environment and so on and so forth, of the county. To an extent, that has not been complied with and there are questions on the legality of the Bill because of that. As the Chairperson of the Committee, I am directing that they cannot implement that Bill until our Committee is satisfied that the Constitution has been complied with – this is the direction from the Senate."
