    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 31 of the Bill be amended- (a) by deleting subclause (1) and substituting therefor the following new subclause- (1) Before the commencement of each financial year, the Board shall cause to be prepared estimates of the revenue and expenditure of the Board for that financial year. (b) in Clause (2) by deleting the word “Council” appearing immediately before the words “shall approve” and substituting therefor the word “Board”."
