"content": "that he had started a journey to undermine his Governor, I saw absolute satisfaction and smile on his face. I want to urge the Senate that, indeed, what the Senator for Meru has brought to this House is the beginning of the liberation of the Senate. It is the beginning of the creation of the autonomy of the Senate. It is also the beginning of the foundation of the future of this country in terms of bicameralism and strengthening devolution. I sit here and see my brother, the Senator for Kiambu who represents a county of 12 constituencies and what he earns as a Senator is equal to each of the one of the 12 Members of National Assembly. More importantly, they are empowered, have facilities and everything to work with. He has nothing to work with. However, when it comes to judgememt, they are put on the same scale or podium. They are harshly judged by the public. We want to endear ourselves to Kenyans by doing exactly what we were brought here to do. I urge all of us to see this Bill through and to make serious effect to it so that we can, in future, live to the billing of Mwalimu Julius Nyerere who said: “In your life, do not wait for anybody to make you relevant. Fight to make yourself relevant.” One time, Idi Amin was asked by a white journalist; “Mr. President, why do you like blowing your own trumpet?” His answer was, “it is mine, whom do you expect to blow it?’ I beg to second."
