    "content": "Mr. Temporary Deputy Speaker, Sir, we are faced with a global problem. I would like to invite my fellow hon. Members who are technologically savvy like us, to look at the report that was issued by the World Bank, warning of a second global recession, that is coming on account of food prices going up on a global basis. We are seeing situations of food failure in Russia and China. We are also seeing changing patterns of food consumption in China, India and Brazil because of the change in their lifestyles. There is a global warning that food prices will continue going up. There is a real problem that the world is facing. The issues that we faced in 2008 will recur this year. However, instead of us sitting here as Kenyan policy makers and as the people who have been entrusted by our people to define their lives, we are busy---"
