The National Assembly (Powers and Privileges) Act, Section 4 states that no civil or criminal proceedings shall be instituted against any Member for words spoken before, or written in a report to the National Assembly or a Committee, or by reason of any matter or thing brought by him therein by petition, bill, resolution, motion or otherwise. However, once words or certain statements have been expunged, they are no longer privileged and shall not be used or quoted elsewhere."
