"content": "has created a problem where some staff members were viewed as school children while they were working and providing services. Going forward, I think there is need in such areas to look very carefully at what the changes mean to the human resource. You have noticed it is the same thing that is causing all these problems even at the county level, with strikes everywhere. That is an area that those concerned at the national and county level should look at. They should look at the movement of these people, recruitment and training. That is important. As I end, we noticed that in some cases you find pending Bills that are at the national level, but relate to functions that have now been devolved. That means that the process of devolution has not been taken into consideration. What about commitments that were made before the devolution and were made by the national Government and now the functions have been transferred? Have the debts been transferred? This is an area that we should look at broadly. We need to look at all these debts and ask who is going to pay them. Are they going to be paid at the national level or country level and is there appropriate funding made for that? With that, I do second the Motion."
