When we talk about fees and charges that have already been stipulated, what is the place, in this Bill, of engineers estimates? Are they part of what is considered the stipulated fees or charges? I know that it is a problem. At times you are told that if your quotation varies from the engineers’ estimates to a certain percentage you could get disqualified."
